Council Services

Official online marketplace

Bindura Market Place

Bindura Market Place at bindura.zes.co.zw is Bindura’s public digital marketplace on the Zimbabwe Excellent Solutions (ZES) platform. It connects residents, traders, and visitors to council services, local vendors, and municipal information.

Citizens use it to discover services and local trading; visitors use it to learn about Bindura, explore the marketplace, and understand how to do business or settle in the municipality.

Bindura Smart Council brings essential municipal services online. Below is a detailed guide to each service available through the citizen portal.

Business Licensing

Apply for new business licences or renew existing ones without visiting Town House. Supported licence types include retail shops, restaurants, salons, hardware stores, transport operators, and street vendor permits.

  • Complete the online application form with business name, address, and category.
  • Upload supporting documents (national ID, proof of address, business plan).
  • Pay the prescribed fee online or at council offices.
  • Track application status: Submitted → Under Review → Approved/Rejected.
  • Receive your licence number and expiry date digitally, with SMS/WhatsApp notification.

Who needs this? Any person operating a fixed or mobile business within Bindura municipal boundaries.

Property Rates & Bills

View and pay property rates linked to your stand or property record. Bills are generated per billing period (quarterly/annual) with clear due dates and penalty information.

  • See all bills linked to properties registered in your name.
  • View amount, billing period, suburb, ward, and payment status.
  • Pay instantly via EcoCash, OneMoney, or bank transfer.
  • Download and print official receipts for your records.
  • Reduce overdue penalties by paying before the due date.

Benefit: Eliminates guesswork on amounts owed and provides a full payment history for property owners.

Market Stall Registration

Register for a stall at Bindura Main Market, Chipadze Market, or Mtoroshanga Road Market. Browse available stalls by type (produce, food, clothing, hardware, services) and monthly fee.

  • Select your preferred market and available stall number.
  • Submit business name and products you intend to sell.
  • Council reviews and approves allocation.
  • Pay monthly stall fees through the portal once approved.
  • Formal registration supports vendor database and local economic planning.

Markets covered: CBD central market, Chipadze community market, and roadside stalls along Mtoroshanga Road.

Complaints & Service Requests

Report issues with water supply, refuse collection, roads, billing, licensing, or markets. Every complaint receives a unique ticket number for tracking.

  • Choose a category and priority level (low to urgent).
  • Describe the issue with location and ward details.
  • Attach photos as evidence where helpful.
  • Receive status updates: Open → In Progress → Resolved.
  • Read council responses in a conversation thread on your dashboard.

Response commitment: Urgent water and sanitation issues are prioritised for same-day assignment.

Water Meters & Billing

Report water meter readings, view consumption history, and pay water bills generated from verified readings.

  • Enter your current meter reading with optional photo proof.
  • Council verifies the reading and calculates consumption.
  • Water bill generated automatically at the municipal rate per unit.
  • Pay water bills alongside property rates in one portal.
  • Track consumption trends to detect leaks early.

Rate: Billing uses the council-approved rate per cubic unit, configurable by the Finance department.

Vendor Database & Formalisation

Informal traders can register on the municipal vendor database to access formalisation support, market linkages, and future SME programmes.

  • Register with trading name, category, phone, and ward.
  • Council verifies and approves vendor records.
  • Formalised vendors are flagged for targeted economic development support.
  • Supports local SME and informal sector integration goals.

Goal: Build a complete database of local SMEs and informal traders for policy and planning.

Payments & Receipts

All payments — rates, water, licence fees, stall fees — are processed through a unified payment module with instant digital receipts.

  • Multiple payment methods: EcoCash, OneMoney, bank transfer, cash.
  • Unique transaction reference and receipt number per payment.
  • Full payment history on your dashboard.
  • Printable receipts for accounting and audit purposes.
